SOUTH MORANG, VIC. — City of Whittlesea CEO Craig Lloyd’s appointment as Chief Executive Officer of a Western Australian Council was decided at the Joondalup meeting on Tuesday, March 24.
A subsequent special meeting of the City of Joondalup Council was held on Monday last week, Monday, April 13, to vote 9-1 to approve the finalised terms and conditions of a five-year contract.
Mr Lloyd is to be paid $430,000 per annum as his ‘Total Reward Package’ in his new job. The Joondalup Council was prepared to pay as much as $439,682 per year. He is believed to have been paid $500,000-$509,999 at Whittlesea in the previous financial year.
Whittlesea City Council has budgeted to pay $483,000 for the CEO in the 2026-27 financial year, according to budget papers to be presented at the Tuesday, April 21 council meeting.
Mr Lloyd is due to start his Western Australian job on Monday, May 25. The job was first advertised in June last year.
The estimated resident population for the City of Joondalup local government area as of June 30, 2025, is 176,595. The City of Whittlesea population at the same date was 259,759.
The City of Joondalup adopted its 2025-26 Budget with a 3.95 per cent rate increase, aiming to address a roughly $20 million operational shortfall while maintaining services. The budget includes $54.51 million in capital expenditure, with a net operating deficit of $12.85 million and a $3.8 million transfer from reserves.
Total operating expenditure in Joondalup this financial year is $198.9 million. Whittlesea’s total operating budget for 2025-26 is approximately $347 million.
According to Whittlesea Council, “Mr Lloyd will be finishing with the City of Whittlesea in late May ahead of some pre-arranged leave.”
Mr Lloyd announced his departure as Whittlesea CEO in a statement last Wednesday, April 15.
Earlier this year, Whittlesea Council had an unscheduled 40-minute meeting on Tuesday, February 24, to discuss a further five-year contract with Mr Lloyd. It is understood that Whittlesea Councillors voted to offer Mr Lloyd a further five-year contract until 2031.
Whittlesea Council sources say that most councillors were taken by surprise by Mr Lloyd’s departure announcement.
